Moves every cue in a caption file by the same amount, either a fixed offset in seconds or by anchoring the first cue to a specific timestamp. The gaps between cues are preserved, so the rhythm of the captions survives the move. It writes the file back out in whatever format you gave it.
An intro was added to the video and now everything is a few seconds early. A vendor delivered captions timed against a cut that no longer exists. Or the first cue starts at three seconds because the file was trimmed, and you need it at zero.
Media cannot begin before it begins, so any cue that would move past zero is held at the start of the file instead. That produces overlapping cues at 00:00, which is usually not what you want, so the tool counts them and tells you rather than quietly mangling the file.
